To be honest if you didn't say he was Welsh, I would have guessed Berber.

He reminds me of Keanu Reeves.

His facial structure and eye position reminds me of a Mathew McConaughy type. I'll say he is a Chinese+Keltic Nordic/Borreby
I really don't think he looks that much like Keanu Reeves who looks mostly Atlantid, a British type. The Polynesian influence is apparent in his eyes, hair, and a little in the nose bridge.

To be honest if you didn't say he was Welsh, I would have guessed Berber. He does not look particularly Berber to me, though it is interesting that North African genetic material has been found at high frequencies in Wales: "38.9% of Y-chromosome lineages in the North Welsh town of Abergele were found to belong to North African-specific haplogroup 21. This frequency may have been somewhat inflated by genetic drift and sampling error, but it nevertheless shows clearly the presence of a non-European Mediterranean element in the aboriginal populations of Britain. The study in question also found North Wales to have been much less affected by Anglo-Saxon and Celtic invasions than surrounding areas, which would make the people there representative of Ancient Britons as a whole".
